03 EVENT VENUE AND DATES
Windsurf: "Nations Cup" and "Sicily Grand Prix"
Mondello Bay 26th May - 1st June '97.
Hobie Cat 18: "Sicily Gran Prix".
Mondello Bay - Sicily 30th may - 1st June 1997.
The technique program consists in a series of races that will start on Wednesday 28th with the "Nations Cup" and will finish sathurday 31st May and sunday 1st June with the "Sicily Grand Prix".
04 WEATHER CONDITIONS
Average air temperature: 22/30° C.
Average wind speeds: 2/5 beaufort

05 RULES
The races will be governed by the IFAS racing rules 1997 - 2000 with the the prescription of the host National Authority (when apply); this Notice of Race; the Sailing Instructions and the Class Rules as modify by the N.o.R. and the S.I..
In the event of conflict the S.I. shall apply.
The event is classified as category "C".

06 ADMISSIONS
Only members of the National Authorities and Class Organisations (Mistral and Hobie Cat) will be admitted to compete, as follow:
Mistral O.D.:
- Windsurf Nations Cup 28/30 May: max. 50 competitors; 30 coming from ISAF and Class' Ranking Lists and 20 (or more until the max. of the 50 total competitors) coming from the National Class' Ranking Lists, all with the rotation system.
- Windsurf Sicily Grand Prix 31th May 1st June: Shall participate the 50 competitors coming from the Nations Cup plus other 30 new competitors.
For Hobie Cat 18 : max. 15 hobie Cat.
The race is open for every competitor's category, according with ISAF Eligibility Regulations in force.

07 ADMITTED CLASSES
Mitral O.D. and Hobie CAt 18 will be admitted conform to the measurement rules of each Class. Competitors must have their own Class membership card renewed for the year, for taking part to the event.

08 SUPPLIED EQUIPMENT
Mistral Class:
At the entry, Mistral O.D. sails 7.4 will be given to those competitors admitted to race in the Nations Cup and Sicily Grand Prix; 7.4 sails will be also given to other competitors competing only in the Sicily Grand Prix.
Hobie Cat Class:
At the entry, Hobie Cat 18' sails will be given to those competitors admitted to race in the Nations Cup and Sicily Grand Prix.
All the competitors must take part to the event only with the sails supplied by the organisation.
No alteration in the supplied equipment (es. stickers) is allow if not comply the Class and measurements rules and if not authorised by the O. C..
At the end of the event some sails could be given for free to those competitors that had take part to all races of the event including Night Race.

09 ENTRIES
Entries must be lodged at Organising Club as in point 01 by completing the attached form with included the entry fee, before: 30 April 1997 for Windsurf Nations Cup;
25 May 1997 for Sicily Grand Prix Mistral and Hobie Cat.
Entry fee, included one gadget and free entrance for Social events:
- Windsurf Nation Cup and Sicily Grand Prix (for each competitor): Lit.100.000;
- Mistral Sicily Grand Prix Lit. 30.000;
- Hobie Cat Sicily Grand Prix Lit. 100.000.
For a regular procedure, competitors must complete entry procedures at the secretary of the organising committee before the start of the first race. An extra fee (30%+) will be added for late entries.

10 SCORE
The low-point scoring system will apply as per App. B2.2 of the R.R. ISAF. with the exception that the board finishing in first place shall score one point. In the event of tie, after applying the provision of para.2.3 of the R.R. ISAF., it shall be broken by the best place in the race most recently sailed.

11 COURSE
The races could also be sailed foreseeing starting and arrivals on the beach. Courses and starting procedures will be planned and communicated to the daily skippers meeting, according to the weather conditions and organising matters. It will be favourite the use of the Olympic Course (Trapeze) but any other course could be used depending of the Organising Committee decision.

12 RESULTS AND PRIZES
Mistral Class:
All races (Nations Cup and Sicily Grand Prix) will be scored for the wole event and different Rankings will be foreseeing as follow:
- General individual Merit Cup World Festival Ranking List (Awarded the first 10 male and 5 female);
- Nations Cup Ranking List (Awarded the first 3 Nations) -. The two best final results from the general Ranking List of the competitors from the same Nation, will count for scoring the best Nations;
- Mistral Sicily Grand Prix Ranking List (Awarded the first 5 male and 3 female) - Also 3 Master male (over 35) and 1 Master female (over 30), 3 Youth male and 1 Youth female, will be awarded.
Competitors racing only Saturday and Sunday will be, anyway, included in the Merit Cup World Festival Ranking List scored by DNS for preceding days races. - Hobie Cat
There will be a single ranking list for competitors sailing in the Hobie Cat Class. Only the first 5 competitors, sailing in the Hobie Cat Class, will be awarded.

13 SAILING INSTRUCTIONS
The sailing instructions will be available to competitors at the registration desk at the race office starting from the 25/05/97 at 16,00 o'clock
The daily program is subjected to change depending on the decision of the race committee approved by the international jury.

14 INTERNATIONAL JURY AND RIGHT OF APPEAL
An International Jury will be appointed in accordance with the ISAF 1,4 (d) and appendix A5. The decisions of the International Jury are final.

15 ADVERTISING
The event is classified as a "C" category event in accordance with ISAF App.A3 93/96. All competitors when racing, must wear racing shirt supplied by the organisation; both sides of the sails supplied by the organisation, will be used only for the event sponsors.
Each competitor must check the sponsor stickers before racing; it is their own responsibility to be sure that the sponsor logo is visible when racing. Not others personal sponsors can be carried on the sails if not authorised by the organisation in advance.
At the discretion of the Organising Committee any competitor can be chosen in any moment before the race, to carry a video camera on the rig or on the board in a way that will not obstruct the normal sailing.

16 RESPONSIBILITY AND INSURANCE
Competitors take part in all races at their own risk. The organising Club and Committee, the race Committee, The Jury, the sponsors, the measurer and anyone is involved in the organisation of the event, are not responsible for any damage, loos or injury, either ashore or on the water, at any time before, during and after the event, either to persons or equipment, which may result from participation in the races.decline any responsibility to persons and goods, at sea or ashore. Personal policy is suggested.

17 FACILITIES FOR ATHLETES AND JOURNALISTS
According to the Organising Committee decision Prizes could include: sailing equipment, the reimbursement of travel and/or accommodation expenses, a daily maximum reimbursement for participation to the event, others prizes in cash or in materials.
Special travel facilities will be available for competitors coming from foreign countries according to their racing results. Members of national teams and journalists can apply for special facilities to Albaria Windsurfing Club. The organising Club will consider all requests and will answer by letter or fax.
There will be a prize money given by the City of Palermo Sport Departement.

18 ACCOMMODATIONS AND TRANSFERS
Requests for accommodation shall be sent to the Organising Club as in point 1 at the attention of Miss Linda Scalisi.
It is possible to reach Mondello by air (Punta Raisi airport Palermo -20 km from Mondello or Catania airport - 200 km. away), by ferry from Genova, Livorno, Napoli and Cagliari, by train to Palermo Central Station. There will be a free transportation service for competitors, boards and equipment between Punta Raisi Airport and Mondello.

19 SOCIAL EVENTS AND RULES
There will be a large social event schedule during the Merit Cup World Festival '97. Details will be shown in the race program you will get at your entry. The official ceremony will be compulsory for all competitors.
All competitors will have to take the ticket of the daily social events at the secretary office.
